Measuring Vulnerability in Light of the HIV/AIDS Pandemic

UN-RIACSO (Regional Inter-Agency Coordination and Support Office) contracted TANGO to coordinate and facilitate a regional technical consultation involving over 60 participants representing diverse backgrounds and organizations (UN agencies, Southern Africa Development Community, non government organizations, research institutes, and government). The specific objectives of this expert consultation were to: 1) understand the dynamics of HIV/AIDS and vulnerability and how HIV/AIDS is being integrated into current definitions and conceptual frameworks of vulnerability; 2) take stock on how the link between HIV/AIDS and vulnerability is being measured at present including a review of currently used assessment, analytical and monitoring tools in a number of case studies; and 3) to identify potential indicators and methods for measuring HIV/AIDS impacts in vulnerability assessments.

TANGO provided support to this expert consultation in terms of planning and preparation of technical background papers; production of a synthesis document that highlights the concept of HIV/AIDS and vulnerability and how this affects households, communities, institutions, and countries at large; facilitation; documentation and proceedings, as well as a technical document summarizing the key sectoral and cross-cutting issues, indicators, methods and challenges. Finally, TANGO formulated recommendations for integrating HIV/AIDS and vulnerability into regional assessments.
Technical Review of WFP Food Aid Opportunities in Addressing HIV/AIDS in ODK Region

TANGO International conducted a technical review as part of a consolidated effort to design a coherent regional approach to WFP’s contribution in the fight against HIV/AIDS in East and Southern Africa. The review of WFP food aid opportunities in addressing HIV/AIDS in the ODK region included 1) a comprehensive overview of known linkages between HIV/AIDS, food security, and nutrition based on global and regional studies and reviews, with direct relevance to WFP program reality; 2) identification of the most probable and effective entry points for WFP food aid within the ODK region, consistent with WFP’s mandate and current policies; and 3) formulation of a regional strategic approach to HIV/AIDS in support of Country Office program design and implementation.

In addition to the technical review and synthesis, TANGO undertook a field mission to review existing WFP targeting program modalities and their potential relationship to HIV/AIDS programming; define the most appropriate dietary support to HIV/AIDS infected persons; and identify potential country specific interventions that might be pursued in follow-up activities. In the final phase of the project, TANGO formulated proposals and guidance notes for project design and implementation for regional WFP HIV/AIDS programming.

Mobilizing Food to Fight HIV/AIDS: An Initiative to Address HIV/AIDS in the Region

TANGO provided recommendations to WFP regarding its role in partnering to combat HIV/AIDS in Eastern and Southern Africa. The severity and magnitude of the HIV/AIDS pandemic across East and Southern Africa has necessitated a scaled-up initiative with several cooperating agencies. The purpose of the project is to suggest how food aid programming can be more effectively aimed at improving food security, nutritional status and general quality of life of the HIV/AIDS infected and affected populations.
HIV/AIDS
The global pandemic of HIV and AIDS has given rise to a long-term humanitarian and development crisis whose impact will be felt for decades. UNAIDS estimates that approximately 42 million people live with HIV/AIDS worldwide. Sub-Saharan Africa is the region most affected: the region is home to about 11% of the world’s population, but to nearly two-thirds of all HIV/AIDS cases. It is also one of the poorest and most food-insecure regions of the world. Where poverty, hunger and HIV/AIDS converge, the epidemic is driving households struggling to cope into destitution and dissolution. HIV/AIDS magnifies the already significant problems caused by poverty, gender inequality, and weak governance in many developing countries. Over the last 15 years, many of the worst-affected countries’ social services have withered or become less affordable, incomes and formal employment levels have plunged and wars and large-scale population migration have disrupted social stability. TANGO works extensively in the field of HIV/AIDS, from measuring vulnerability, to analyzing the interaction between HIV/AIDS and food and livelihood security, to designing ways to e use food aid to support affected households and communities in high prevalence contexts. Jun 2007 - Jun 2007 complete TANGO worked with the Food and Nutrition Technical Assistance (FANTA) project and WFP to develop comprehensive guidelines to help organizations more effectively respond to the challenge of food insecurity in areas of high HIV prevalence. The guide is based on a thorough review of current practices and innovations in food aid, HIV and AIDS and the complex issues facing NGOs and donor agencies.
