Mozambique Apr 2005 - May 2005 World Food Programme (WFP)
TANGO provided training for the World Food Programme in Mozambique by supporting the implementation of the Monitoring and Evaluation framework. TANGO customized the Monitoring and Evaluation Training Programme specifically for WFP operations in Mozambique and designed and facilitated a five-day workshop to train WFP staff on the Monitoring and Evaluation Framework. Included in this workshop was a post-workshop review of the training itself as well as a general evaluation of the training materials.

Zimbabwe Apr 2005 - Jul 2005 CARE
TANGO assisted CARE-Zimbabwe in providing monthly Monitoring and Evaluation reports including basic descriptions, challenges, and recommendations for the development programming. In addition to the reports, TANGO also trained CARE staff at the district and country level in data analysis. TANGO also provided technical support to CARE’s Monitoring and Evaluation unit in analyzing previous quarterly and annual data on household livelihood security including coping strategies and food security trends.
CORE Initiative
Sierra Leone Mar 2005 - Mar 2005 CARE
TANGO assisted CARE in developing a monitoring and evaluation framework for the CORE Initiative. The CORE Initiative is a USAID funded program that seeks to enhance the response of community and faith-based leaders and institutions to the causes and consequences of the HIV/AIDS epidemic. The CORE Initiative has teamed up with the Right To Play (RTP) in order to build both children’s and community’s capacities for health development. TANGO will assist the CORE Initiative and RTP by finalizing the monitoring and evaluation framework that will serve as a guide and training tool for the organizations. TANGO will also perform a baseline survey in Sierra Leone and Rwanda for RTP in order to gather information on future targets for community development.

Indonesia Mar 2005 - Apr 2005 CARE
TANGO assisted CARE-Indonesia in designing and implementing a Livelihoods Monitoring System (LMS) capable of responding to the full range of information needs for the recovery activities and livelihood changes as a result of the recent tsunami in the region. As a foundation for developing the LMS, CARE-Indonesia and TANGO will perform a baseline survey that utilizes both quantitative and qualitative methods in establishing key livelihood indicators. The goal of the Livelihoods Monitoring System is to improve CARE-Indonesia’s understanding of urban/peri-urban livelihoods in the post-disaster context and to increase the effectiveness of its development programs.
Finalization of Monitoring and Evaluation Framework of the National Food Security Program
Ethiopia Mar 2005 - Apr 2005 Department for International Development (DfID)
TANGO provided technical assistance to the Department for International Development in finalizing the Monitoring and Evaluation framework for the Government of Ethiopia’s National Food Security Program. The framework includes detailed guidelines of both indicators and methodologies required to assess the overall performance and impact of key components of the Food Security Programme. TANGO finalized the framework and provided training in implementation and maintenance.

West Bank/Gaza Jan 2005 - Mar 2005 CARE
TANGO worked with CARE-West Bank/Gaza in designing and implementing a household livelihood monitoring system and integrating this system into current and future CARE development initiatives. The system is based on a framework that incorporates both qualitative and quantitative data at the household level for monitoring and evaluation purposes. CARE’s mission in the region focuses on impoverished Palestinians, with programs in community development and infrastructure, food security, water and sanitation, civil society, and health. By implementing the household livelihood monitoring system, CARE has been able to capture the changes in the livelihoods of its beneficiaries as well as the impacts of its programs and projects.
Support to a Coherent Livelihoods and Social Inclusion Monitoring System
Nepal Oct 2003 - Nov 2004 Department for International Development (DfID)
TANGO was contracted to DFID Nepal to develop systems to better monitor and evaluate the impact of DfID’s programme on improved livelihood security and, at the same time, ensure its programme is contributing to Nepal’s Poverty Reduction Strategy (NPRS) and its pursuit of obtaining the Millennium Development Goals (MDG). DfID Nepal required an effective monitoring and evaluation system able to capture the impact that its forty projects were having on rural livelihoods and relate this to the NPRS and MDGs. To achieve this, TANGO also aligned DfID’s CAP indicators with both its projects’ indicators as well as the NPRS and MDG indicators.
Central America Disaster and Crisis Monitoring and Evaluation

The primary objective of this assignment was to help the WFP Regional Bureau for Central America and four country offices design and initiate a multi-country baseline study for the Protracted Relief and Recovery Operation (PRRO) Targeted Food Assistance for People Affected by Shocks and for the Recovery of Livelihoods. The major activities undertaken included: 1) the design and facilitation of a participatory workshop to develop a Logical Framework and a set of common indicators for monitoring and evaluating PRRO outcomes and outputs; 2) design the baseline study methodology, including draft instruments for the collection and analysis of qualitative and quantitative data; and 3) work with the country offices of El Salvador, Guatemala, Honduras and Nicaragua to finalize their own PRRO logical frameworks and to organize their respective baseline studies, together with their primary partner organizations.
