Opportunities Industrialization Centers International (OICI)

TANGO performed a baseline survey for Opportunities Industrialization Centers International (OICI) to provide a statistical foundation for their Development Assistance Program in Ghana. Specifically, the survey gathered data on the current socio-economic and health status of the target population, provided information to refine the monitoring and evaluation plan, identified the most vulnerable, and prioritized the needs, problems, and constraints of the population. The survey provided a benchmark for ENHANCE, a Development Assistance Program to increase household food availability and access through improved sustainable food production, reduction in grain harvest losses and strengthened income-generating capacities of women.
UNRWA Household Economy Survey in West Bank
West Bank/Gaza Nov 2006 - Jul 2008 TANGO assisted the UN Relief and Works Agency in the design and analysis of its Household Economy Survey in the West Bank. This PDA-based baseline survey aimed to improve UNRWA’s knowledge of refugee household livelihoods in the West Bank in addition to providing data to measure changes in livelihoods over time. The knowledge generated from this survey helped UNRWA determine household needs and plan interventions accordingly. TANGO provided technical support at every stage of the research process, including tools and sample design, assistance with the data collection and entry, and analysis and reporting.
WV Sri Lanka Baseline Survey Tsunami Response Team
Sri Lanka Feb 2006 - May 2007 TANGO implemented a baseline survey for World Vision’s Sri Lanka Tsunami Response Team which included designing the survey and tools, training in data collection techniques using PDAs, and analysis and reporting. TANGO provided further assistance by evaluating WV’s Tsunami Response Team in May 2007. TANGO designed the sampling frame, reviewed the data collection tools, trained enumerators and programmed PDAs to enable PDA-based data collection. After a thorough analysis, TANGO generated a comprehensive, evidence-based report measuring the impact and making recommendations for programming to address tsunami relief and recovery in target communities.
Banda Aceh Baseline Survey Planning Mission

TANGO assisted CARE-Indonesia in designing and implementing a Livelihoods Monitoring System (LMS) capable of responding to the full range of information needs for the recovery activities and livelihood changes as a result of the recent tsunami in the region. As a foundation for developing the LMS, CARE-Indonesia and TANGO will perform a baseline survey that utilizes both quantitative and qualitative methods in establishing key livelihood indicators. The goal of the Livelihoods Monitoring System is to improve CARE-Indonesia’s understanding of urban/peri-urban livelihoods in the post-disaster context and to increase the effectiveness of its development programs.
Baseline Study for PACDEC

TANGO assisted CARE-Burundi and CARE-Democratic Republic of Congo to undertake baseline surveys in both countries. The surveys provide a sound benchmark for future monitoring and evaluation of programming effectiveness or externalities. The surveys utilized the Household Livelihood Security framework to determine appropriate development interventions and future activities.
Cote d’Ivoire Livelihood Study of War Affected Populations

Although a peace accord to end the open civil war in Côte d’Ivoire was signed by all parties in January 2003, a climate of insecurity persisted, and the breakdown of basic social services in areas outside government control led to food insecurity in the north and west where many households were forced to eat their seeds. The Government of the Republic of Cote d’Ivoire (GdRCI) requested the World Bank’s assistance, working with CARE as an implementing planner and TANGO International providing technical support to conduct a qualitative and quantitative study in six geographic areas using a mix of data collection methods taking into account the ethical and protection concerns involved with developing profiles of Internally Displaced Persons and refugees who may have been forcibly displaced. The study report consisted of two parts, first a descriptive narrative and analysis of vulnerability for each of the geographic locations. The second part included a set of recommendations for future programming based on needs and opportunities analysis and recommendations for targeting and for monitoring the impact of the forthcoming Relief, Reconstruction and Rehabilitation (RRR) program.
Safe Water Systems Baseline Survey

TANGO designed and supervised a quantitative and qualitative survey to determine baseline values of important indicators of drinking water sources, water quality, storage and use practices, and household measures used to ensure safe water. These baseline values were used for comparisons to determine behavioral changes that take place as a result of development efforts by U.S. and United Nations organizations. The survey collected demographic and livelihood data in order to disaggregate water use behaviors by important household-level socio-economic criteria. Then, TANGO worked with local consultants to determine key aspects of water use to guide refinement of strategies to increase the use of safe water in Tangerang Municipality and Mauk (a peri-urban area of Tangerang District).
