This document, commissioned by CARE East/Central Africa Management Unit, provides a conceptual overview of the issues of chronic vulnerability and the lessons learned in recent years. The guidelines also reviews programming details of dealing with chronic vulnerability, with emphasis on protecting people and their livelihoods in such situation, through improved information systems, improved community preparedness, mitigation and rehabilitation. Finally, the document addresses the issue of overcoming chronic vulnerability, including on longer-term program strategies and advocacy.
Mobilizing Food to Fight HIV/AIDS: An Initiative to Address HIV/AIDS in the Region

TANGO provided recommendations to WFP regarding its role in partnering to combat HIV/AIDS in Eastern and Southern Africa. The severity and magnitude of the HIV/AIDS pandemic across East and Southern Africa has necessitated a scaled-up initiative with several cooperating agencies. The purpose of the project is to suggest how food aid programming can be more effectively aimed at improving food security, nutritional status and general quality of life of the HIV/AIDS infected and affected populations.
Emergency Operations Guidebook
World Food Programme (WFP)
WFP Bangladesh has undertaken two significant initiatives to improve future emergency programs. Contingency planning that better prepares WFP to promptly deal with future emergencies, and Emergency Operations Guidebook to improve the timeliness and effectiveness of emergency operations. The Emergency Operations Guidebook was developed by TANGO International for WFP with the inputs from a wide range of stakeholders including WFP staff in Bangladesh. The guidebook describes systems in place for disaster early warning and immediate response, and presents step by step design process for EMOPs including appropriate procedures for monitoring, evaluation and reporting, documents required to get an EMOP funded, internal management functions and staffing issues.
Design Framework and Supporting programmes on sustainability
Feb 2008 - Dec 2008 In 2008 the Asia and Pacific Region for the International Fund for Agricultural Development (IFAD) required assistance to design a framework and supporting programmes that systematically enhance IFAD’s approach to ensuring the sustainability of IFAD’s interventions. TANGO completed an in-depth desk review of internal and programme documents and interviewed key resource individuals at IFAD headquarters to assess the performance of IFAD as well as clarify institutional and conceptual issues and lessons learned surrounding sustainability of programme impacts. After reviewing relevant literature, case studies were conducted in Laos, Philippines, Vietnam, and India to identify enabling and inhibiting factors of project sustainability. Building on the desk review and the case studies, an occasional paper was drafted which outlined a conceptual framework for the design, implementation, supervision and evaluation of sustainable projects/programmes. FANTA/WFP Food Assistance Programming in the Context of HIV
Jun 2007 - Jun 2007 complete TANGO worked with the Food and Nutrition Technical Assistance (FANTA) project and WFP to develop comprehensive guidelines to help organizations more effectively respond to the challenge of food insecurity in areas of high HIV prevalence. The guide is based on a thorough review of current practices and innovations in food aid, HIV and AIDS and the complex issues facing NGOs and donor agencies.

Oct 2006 - Jan 2007 Monitoring and Evaluation is a critical component of major development and relief programming and is part of a dynamic process of refining the accuracy and reliability of information. TANGO has extensive global experience in designing M & E systems and assisted ADRA International in developing an M & E manual specific to their organizational principles and programs. The manual covered fundamental concepts of monitoring and evaluation, basic and practical information on collection and interpretation of data, tools, survey design, and the formulation of logical frameworks for program evaluation. TANGO also provided a training curriculum and materials for ADRA to utilize when training staff in the future.
Understanding the Causes of the Southern African Crisis: Policy Position Papers

In January 2003, CARE International launched an analytical process to understand better the nature of longer term livelihood trends in Southern Africa, and thus the causes of the food crisis that was then sweeping the region. The specific objectives of the analysis were to identify the underlying causes of livelihood vulnerability within regional and country contexts and understand long term livelihood trends and coping strategies among vulnerable populations. TANGO was contracted to conduct research and develop policy papers addressing the key thematic areas of Gender Exploitation, Governance and Rural Institutional Development, and Safety Nets within Malawi. The Policy Position Papers will contribute to the development of livelihood recovery strategies in the Southern African region as well as inform and influence key government and donor agendas that integrate long and short term responses to the food crisis.

This is the second edition of CARE’s Program Guidelines for Conditions of Chronic Vulnerability. TANGO prepared this document to assist programs in East Africa where, over the course of a three or five year planning horizon, some kind of shock or emergency is likely to happen that places people’s lives or livelihoods at risk. The document describes the concept of vulnerability and sources vulnerability at several levels of program intervention and with regard to changes in programming directions within CARE.
