This document addresses the agricultural sector in Burkina Faso as part of a larger information gathering and analysis process aimed at developing a country-wide strategic program plan and in preparation for Catholic Relief Services (CRS) of a Development Activity Program for USAID. TANGO’s plan identifies the underlying causes of low agriculture productivity as low education levels, high population growth rates, poverty and use of inappropriate agricultural practices, i.e. techniques that are un-adapted to changing physical and environmental circumstances.
Final Impact Evaluation of Cape Verde Title II Monetization Program

This final evaluation of the PL-480 Title II Monetization Program in Cape Verde determines project ability to support soil and water conservation activities, introduce new technologies which conserve water and raise yields, and execute a micro-enterprise training and lending program and to continue the small business lending program in order to improve the processing and marketing of agricultural products.
Cote d’Ivoire Livelihood Study of War Affected Populations

Although a peace accord to end the open civil war in Côte d’Ivoire was signed by all parties in January 2003, a climate of insecurity persisted, and the breakdown of basic social services in areas outside government control led to food insecurity in the north and west where many households were forced to eat their seeds. The Government of the Republic of Cote d’Ivoire (GdRCI) requested the World Bank’s assistance, working with CARE as an implementing planner and TANGO International providing technical support to conduct a qualitative and quantitative study in six geographic areas using a mix of data collection methods taking into account the ethical and protection concerns involved with developing profiles of Internally Displaced Persons and refugees who may have been forcibly displaced. The study report consisted of two parts, first a descriptive narrative and analysis of vulnerability for each of the geographic locations. The second part included a set of recommendations for future programming based on needs and opportunities analysis and recommendations for targeting and for monitoring the impact of the forthcoming Relief, Reconstruction and Rehabilitation (RRR) program.
Baseline Study for PACDEC

TANGO assisted CARE-Burundi and CARE-Democratic Republic of Congo to undertake baseline surveys in both countries. The surveys provide a sound benchmark for future monitoring and evaluation of programming effectiveness or externalities. The surveys utilized the Household Livelihood Security framework to determine appropriate development interventions and future activities.

TANGO International assisted CRS in designing the Development Activity Program (DAP) Proposal for FY 2002-2006 that will increase food security in the most vulnerable regions of Senegal and the Gambia (Senegambia) by addressing its underlying causes. The overall goal of the Senegambia DAP is to improve the level of food security of targeted rural households in Senegal and the Gambia by 2006. In achieving the overall goal of the project, the proposal proposes to work closely with local partners, community-based organizations and the host governments.

Ghana Opportunities Industrialization Centers International (OICI)

The Development Activity Program (DAP) Proposal for FY 2004-2008 of Ghana/OICI was drafted by TANGO International in 2003. The 5-year DAP was a follow-on to OICI/Ghana’s current and highly successful Food Security Training and Outreach Services Initiative. The goal of Phase II was to improve the food security of vulnerable rural households in Ghana’s Northern (NR), Upper East (UE), and Upper West (UW) regions. The DAP had two major components that addressed underlying causes of food insecurity in roughly 400 communities within 10 districts in the 3 regions. The project aimed to improve the agricultural productivity of 11,000 target rural households, and it was designed to improve the health and sanitation of 15,000 rural households.
Mid-term Evaluation of the Food Security Training and Outreach Services Initiative

TANGO conducted a mid-term evaluation of the Food Security Training and Outreach Services Initiative managed by the OICI. The objectives were to determine project progress toward its goals; identify both positive and negative factors affecting project progress to date; assess the validity of the project design and assumptions; assess client satisfaction with project support and utilization of skills acquired by the project; and assess cost effectiveness of available resources.
Baseline Survey for OICI
Ghana Opportunities Industrialization Centers International (OICI)

TANGO performed a baseline survey for Opportunities Industrialization Centers International (OICI) to provide a statistical foundation for their Development Assistance Program in Ghana. Specifically, the survey gathered data on the current socio-economic and health status of the target population, provided information to refine the monitoring and evaluation plan, identified the most vulnerable, and prioritized the needs, problems, and constraints of the population. The survey provided a benchmark for ENHANCE, a Development Assistance Program to increase household food availability and access through improved sustainable food production, reduction in grain harvest losses and strengthened income-generating capacities of women.
Final Evaluation: Mauritania Anti-Poverty (MAP) Title II Program

TANGO acted as a team leader in designing and executing the final evaluation of World Vision’s final evaluation of their poverty reduction programming. Specifically, TANGO designed a timeline and qualitative and quantitative surveys, in addition to training staff in relevant data collection techniques. This was done after an extensive review of the project, including its mid-term evaluation was completed. TANGO compiled a final evaluation report that synthesized the findings of the data collected in the field.
Food Security in West Africa: Background, Conceptual Review, and Survey of Current Activity

This project provided recommendations to Catholic Relief Services (CRS) for addressing food insecurity in West Africa. TANGO’s recommendations and strategies represent an attempt to encapsulate the commonalities possible in a diverse programming environment, the human capital that underpins it, and the foundation of experience constructed through these efforts over time.

CORE Initiative
Sierra LeoneMar 2005 CARE

TANGO assisted CARE in developing a monitoring and evaluation framework for the CORE Initiative. The CORE Initiative is a USAID funded program that seeks to enhance the response of community and faith-based leaders and institutions to the causes and consequences of the HIV/AIDS epidemic. The CORE Initiative has teamed up with the Right To Play (RTP) in order to build both children’s and community’s capacities for health development. TANGO will assist the CORE Initiative and RTP by finalizing the monitoring and evaluation framework that will serve as a guide and training tool for the organizations. TANGO will also perform a baseline survey in Sierra Leone and Rwanda for RTP in order to gather information on future targets for community development.
Finalization of Annual Work Plan for USAID ADS Links Program

TANGO Int’l developed a Detailed Implementation Plan (DIP) for the CORAD consortium led by CARE-Sierra Leone. In order to achieve this, TANGO facilitated a workshop involving all CORAD members in order to obtain relevant information for the DIP in addition to planning future monitoring and evaluation activities. CORAD, a consortium of CARE, Catholic Relief Services (CRS), World Vision International (WVI), American Refugee Committee (ARC), and Search for Common Ground (SfCG), will make a joint effort to undertake a Community Reintegration Program. The goal of the program is to stimulate economic activity and help create conditions conducive to sustainable development in order to promote the return and reintegration of war-torn populations to targeted districts, specifically addressing co-operatives, women’s groups, small entrepreneurs, farmer groups, and at-risk war-affected youth.
Interagency Food Programming, Design, Monitoring and Evaluation Workshop.
Sierra LeoneOct 2002 Food For Peace (FFP)

TANGO prepared and facilitated a workshop on program design for FFP funded programs for three NGO Food Pipeline Agencies: World Vision, Catholic Relief Services (CRS) and CARE. The training went over design of log frames using FFP indicators and terminology, development of Monitoring and Evaluation plans, as well as a review of Food Security Assessment approaches. In addition, training was given on the use of SPSS statistical software.
Emergency Response Planning
Sierra Leone Sierra Leone has emerged from a brutal, decade-long civil war and is deeply engaged in reconstruction and a transition to long-term development. However, its peace is still fragile and vulnerable to a variety of internal and external threats. The Title II Consortium for Relief and Development (CORAD) in Sierra Leone (composed of CARE, CRS, World Vision and Africare) contracted TANGO to undertake an analysis of the ability of its Development Relief Program infrastructure to respond to three different emergency scenarios which could occur within the life of the project. The analysis identified the primary threats to peace and civil security in Sierra Leone and constructed scenarios around major events that could trigger a humanitarian emergency. The analysis then assessed the impact and potential emergency response needs for each scenario, analyzed the Title II program’s capacity to respond, and recommended steps to monitor potential threats and expand contingency planning. OICI Mid term Evaluation of the Togo Farm Income Improvement Program (TFIIP).
TogoNov 2002 Opportunities Industrialization Centers International (OICI)

TANGO International conducted the midterm evaluation of Togo Farm Income Improvement Program (TFIIP) in 2002. TFIIP was designed to increase the income of smallholder farm families and to improve food security of target farm households in the Maritime and Plateau regions of Togo. The midterm evaluation measured progress in line with targeted results, assessed the validity of the project design, and documented lessons learned. The results of the study helped OICI to improve the efficiency of the project. An interdisciplinary assessment team led by TANGO International conducted the study using both qualitative and quantitative research techniques.
