TANGO International led a participatory process to finalize the design of a follow-on DAP covering 16 municipalities in southern Bolivia. The design assured consistency and continuity among the existing food security objectives and activities, USAID guidelines, and CARE Bolivia strategic criteria, as well as incorporating innovative approaches to strengthen local assessment, implementation and monitoring capacities for food aid programming. The DAP focused on three components: improved family health and nutrition; increased rural household income; and enhanced natural resource management through improved local governance. Bolivia CARE
Between 1997 and 2000, CARE Peru and CARE Bolivia undertook six Household Livelihood Security (HLS) Assessments, under very different agro-ecological and socio-ethnic conditions. At the request of CARE USA (PHLS Unit), TANGO International designed and facilitated a process to systematize the methodologies and outcomes of these experiences. A uniform case study format was used to document 16 key elements of the HLSA framework. The case studies were analyzed and the major findings consolidated at a two-day workshop involving 33 CARE staff. The workshop produced recommendations for improving the quality and utility of future assessments, as well as for institutionalizing HLS concepts and principals in CARE programming practices in Latin America.Basic Needs Wage Study
Costa Rica Compania Bananera Atlantica (COBAL) / Chiquita Brands International
This study was the second of three by TANGO International for Chiquita Brands International. As part of its corporate responsibility strategy, Chiquita adopted Social Accountability International’s SA 8000 standards and intends to work toward full SA 8000 compliance and certification in its banana divisions. The purpose of this study is to help Chiquita determine whether its compensation package for its lowest paid category of employees working on its banana farms in Costa Rica is adequate to allow the workers to meet their basic needs, which is one of the requirements of SA 8000 certification.
Transition Strategy for Dominican Republic
Dominican Republic World Food Programme (WFP)
TANGO helped develop a concrete strategy for future development in the Dominican Republic for the World Food Programme (WFP). The strategy is centered on capacity building, networking, and resource mobilization in support of food based programs. To this end, TANGO drafted documentation that outlined nutritional and food security trends in the Dominican Republic, reviewed food based social protection programmes, recommended specific areas for capacity building in existing institutions, and suggested future directions for WFP in the Dominican Republic.
Basic Needs Wage Study

TANGO International conducted a basic needs wage study for Chiquita Brands International in Bocas and Armuelles, Panama. As part of its corporate responsibility strategy, Chiquita adopted Social Accountability International’s SA 8000 standards and intends to work toward full SA 8000 compliance and certification. To address this problem, Chiquita contracted TANGO International, which used its well-known and respected livelihood security framework to guide data collection and analysis that provided Chiquita with the information and recommendations necessary to formulate an appropriate basic needs wage policy. Regional (Latin America and Caribbean)Mar 2006 - May 2006 The Caribbean region is perpetually vulnerable to natural disasters, specifically hurricanes. In part due to global climate change, the frequency and severity of these hurricanes is predicted to increase and the potential human consequences are grave. A TANGO assessment team created food and nutritional security profiles based on primary and secondary data analyses for eight Caribbean countries, and identified potential local and regional partner institutions and their capacities for emergency response.
