
EgyptJun 2006 - Dec 2006 TANGO led a review of food distribution and the national school feeding program for WFP and the Government of Egypt focusing on the impact on educational attainment, academic performance, and nutritional status, amongst other variables. The review identified more optimal uses of available resources and alternative approaches to the current programming. TANGO also conducted a national level workshop to engage stakeholders in a dialogue to identify the role of food for education programs in achieving the Millennium Development Goals. Following this, strategies were outlined to strengthen institutional capacity to plan, implement, and monitor food for education activities.
Food Security and Vulnerability Assessment
Egypt World Food Programme (WFP)
TANGO worked with the Government of Egypt and the World Food Programme/ Egypt to implement a food security and vulnerability assessment, at the governorate and national levels. This information informs food security and safety net policies in Egypt. TANGO provided assistance in the initial and detailed planning of this activity. A team of TANGO consultants with expertise in qualitative and quantitative food security assessments, advocacy, and policy coordinated closely on every aspect of the assessment design, training, data collection, and analysis. In addition, TANGO developed a strategy to disseminate and apply the findings of the surveys. A key aspect of this work is the facilitation of meetings with Government counterparts to discuss the socio-economic implications and develop recommendations based on the results. Throughout this process, TANGO worked closely with relevant stakeholders to build consensus around a guiding plan of action.

TANGO planned and conducted a workshop for Monitoring and Evaluation coordinators and other project staff from the Middle East and Europe region on use of quantitative methods for project measurement. The workshop familiarized participants with the essentials for using quantitative methods to measure project-level indicators and arrive at meaningful results. During the workshop, participants applied methods to their own survey work. Topics reviewed include research design; planning and designing a quantitative survey; sampling; questionnaire design and coding; pre-testing and guidelines for conducting fieldwork; use of data entry software and data management; data interpretation and reporting.
Neirab Rehabilitation Project
Regional(N.Africa, Middle East, and E. Europe) UN Relief and Works Agency (UNRWA)
TANGO assisted the UN Relief and Works Agency (UNRWA) for Palestine Refugees in the Near East by training their staff in various data collection techniques. UNRWA was in the process of performing asset mapping surveys in order to ascertain quantitative and qualitative data that provided basic socio-economic indicators for future development activities. Specifically, TANGO trained the Neirab Rehabilitation team in research methodologies and the preparation and implementation of questionnaires, and provided ongoing direction and advice throughout the mapping exercise.
UNRWA Household Economy Survey in West Bank
West Bank/GazaNov 2006 - Jul 2008 TANGO assisted the UN Relief and Works Agency in the design and analysis of its Household Economy Survey in the West Bank. This PDA-based baseline survey aimed to improve UNRWA’s knowledge of refugee household livelihoods in the West Bank in addition to providing data to measure changes in livelihoods over time. The knowledge generated from this survey helped UNRWA determine household needs and plan interventions accordingly. TANGO provided technical support at every stage of the research process, including tools and sample design, assistance with the data collection and entry, and analysis and reporting.
PRA Training & Proposal Development

TANGO worked with CARE-West Bank/Gaza in designing and implementing a household livelihood monitoring system and integrating this system into current and future CARE development initiatives. The system is based on a framework that incorporates both qualitative and quantitative data at the household level for monitoring and evaluation purposes. CARE’s mission in the region focuses on impoverished Palestinians, with programs in community development and infrastructure, food security, water and sanitation, civil society, and health. By implementing the household livelihood monitoring system, CARE has been able to capture the changes in the livelihoods of its beneficiaries as well as the impacts of its programs and projects.
Household Livelihood Security Assessment for CARE West Bank/ Gaza Emergency Program

TANGO worked with CARE and partner organizations to undertake an assessment of the conditions, systems, risks and opportunities related to the livelihood security and rights realization of the poorest and most vulnerable households and groups in the Occupied Palestinian Territories. As part of this assignment, TANGO provided training to CARE and partner agency staff in the understanding and application of Household Livelihood Security and rights-based concepts, as well as participatory assessment methodologies.
Participatory Rural Appraisal (PRA) Training and Proposal Development
West Bank/Gaza CARE
To support CARE’s work in capacity building with partner organizations in the West Bank/ Gaza, TANGO provided PRA training for CARE and twelve local partner NGOs. The objective of the training was to provide staff with the necessary knowledge and skills to implement PRA tools and techniques in determining community needs and priorities, and build these into their work plans and strategies. In addition, TANGO worked closely with country office staff to provide technical assistance for the development of integrated proposals to address issues in the sectors of food security, savings and credit, water, health, and peace building.
