TANGO has nearly two decades of experience conducting mixed-method baseline, midterm, final, and impact evaluations of development and emergency food security programs. TANGO evaluation protocols and conduct adhere to the UN Evaluation Group (UNEG) Norms and Standards for Evaluators, the American Evaluation Association Guiding Principles for Evaluators, Sphere Standards, and Organisation for Economic Co-operation and Development's Development Assistance Committee (OECD-DAC). We work in a wide range of operational contexts including conflict- and climate-related emergencies, and in urban and rural environments. Our quantitative and qualitative methodologies follow the highest industry standards to ensure the validity and reliability of data, analysis and findings. TANGO staff are active contributors to methodological innovation in topical themes in complex global and operational evaluations, such as resilience measurement and pre- and post-shock monitoring. We are at the forefront of firms using mobile digital data collection technologies.
TANGO has extensive experience in the design and application of monitoring and evaluation (M&E) systems and in developing the M&E capacity of NGOs and local survey firms (see also Capacity Development). We have authored M&E and assessment guidelines and training tools and provided M&E trainings/services for international organizations such as USAID Food for Peace Title II grantees and WFP. TANGO provides key M&E expertise to the USAID Center for Resilience (2016 onward), and through this partnership has conducted impact evaluations in Ethiopia, Kenya, Niger, Burkina Faso, and Somalia, among other locations.
